商业单位垃圾费可迟至4月杪缴交

光大区候任州立法议员黄伟益于2008年3月29日（星期六）在槟城发表的声明：

根据槟岛市政局通知，所有商业单位业者可迟至4月30日，才缴付今年首季即1月至3月的垃圾费。

虽然根据市政局所发出的垃圾收费单，所有商业单位业者必须不迟过3月31日缴付垃圾费，但是当局愿意把这个期限延后至4月30日。

随着固体废料管理法令生效之后，全国各地方政府必须各别向商业单位业者征收垃圾费，而不再像以往般通过槟州供水机构发出水费单向用户征收这笔费用。

槟州供水机构是在去年杪通知槟岛与威 省市政局，必须从今年初开始各别向商业单位业者征收垃圾费。

由于这个繁重工作交由槟岛与威省市政局处理后相当耗时，导致市政局迟至今年3月才发出1月至3月的垃圾收费单。

许多人在接获这个垃圾收费单时，不明就理而纷纷提出疑问。经过我跟槟岛市政局相关官员了解之后，获知市政局向来都是通过水费单征收垃圾处理费用。

如今，市政局必须自行向商业单位业者或租户征收这笔费用。因此，人民不必担心或怀疑这是市政局所制订的新收费。

槟岛与威省市政局迄今还是采用1970年代所制订的收费率，向商业单位业者征收垃圾处理费用。

根据槟岛市政局透露，槟岛有超过6千个商业单位必须缴付垃圾处理费用。这笔费用是每3个月征收一次，而每月费用介于最低2令吉至数百令吉不等。

Press Statement By DAP Secretary-General Lim Guan Eng In Penang Red Rock Hotel On 9 March 2008.

DAP And PKR State Government Will Pursue Investor-Friendly Policies To Ensure That Penang Retains Its Edge As The Leading Industrial And Manufacturing Region And Put Public Interest First In The Implementation Or Review Of Any Projects Or Policies.

A Penang DAP/PKR state government will pursue investor-friendly policies to ensure that Penang retains its edge as the leading industrial and manufacturing region and put public interest first in the implementation or review of any projects or policies. We wish to assure both local and foreign investors that we are fully cognizant of the importance of their major contribution to our state’s economy. The manufacturing sector comprises around 42% of the state’s GDP and employs approximately 200,000 workers, of which half are in the electronics sector.

We shall be holding dialogues, discussions and consultations with industry, commerce and SMIs upon taking up the reins of government. I shall be directing newly-elected MP for Jelutong Jeff Ooi and MP for Batu Kawan/ADUN for Prai, Prof P. Ramasamy, as well as our Bayan Baru MP Datuk Zaharin bin to assist and liaise with the relevant groups.

We also intend to fulfill our promises made during the general elections and in regards to certain projects and policies will always put public interest first in the implementation or review of any projects or policies. The people demand transparency and accountability in the issuance of government contracts and this new state government shall insist on an open public tender system.

Let us assure the people of Penang again that we will be fair to all and discriminate no one. We will always be your government representing everyone in this multi-racial and multi-religious society.

I have been carrying out many discussions with various groups and individuals in forming the new state government. As these duties take up a lot of my time, I have been unable to personally thank all Penang voters for their overwhelming support, especially my constituents in Bagan parliamentary seat and the Air Putih state seat for electing me. However I shall personally do so once the major part of forming the new state government is completed.

DAP Hails The Historic Breakthrough Of Denying BN Its 2/3 Majority And The Wins By Opposition Parties In The Five States Of Penang, Kelantan, Perak, Selangor And Perak As An Endorsement For The Agenda Of Change To Establish A Healthy Functioning Democracy.

DAP hails the historic breakthrough of denying BN its 2/3 majority and the wins by opposition parties in five states of Penang, Kelantan, Perak, Selangor and Perak as an endorsement for the agenda of change to establish a healthy functioning democracy. DAP hopes that this unexpected victory can be the catalyst to end the one-party rule of BN with a two-party system that offers real alternatives to voters.

DAP recorded its best ever performance since contesting in the 1969 general elections by winning 28 parliamentary seats out of 47 seats contested and at least 72 state seats out of 102 state seats contested. Most importantly, DAP won power for the first time together with PKR in Penang. DAP elected representatives express our gratitude to the voters for the confidence in us and gives our assurance that those elected will serve both inside and outside Parliament or the State Assembly.

DAP was able to win so many seats due to our success in attracting not just non-Malay voters but also winning at least one-third of Malay voters. The success by opposition parties in winning support from a wide spectrum of the Malaysian public has translated to shocking wins in five state governments, especially Penang and Selangor where it appeared that the opposition will enjoy a 2/3 majority.

DAP will co-operate with other opposition parties to form the government in Penang and other states. DAP wishes to emphasise that we will be an inclusive government that represents all Malaysians. No one will be discriminated or victimised even if they had supported the BN. We want to be the government as well as a responsible and constructive opposition in other states for all Malaysians.

DAP will continue to build up on our success in winning Malay votes in significant numbers to win seats we otherwise would not have won. We want to prove that we fight for the interests of all Malays, Chinese Indians, Kadazans and Ibans so long as they are Malaysians. As my personal experience has shown, in 1998 I have gone to prison, lost my civil and political rights, disqualified as a Member of Parliament for fighting for the rights of a Malay girl who was detained even though she was raped. I hope that my experience in fighting for the Malays can be seen as a sign of our commitment to help and uplift the rights and interests for all communities.

The election results yesterday have shown that Malaysians believe in the power of change and desire to be treated as Malaysians first and last. DAP hopes that we can make use of this rare opportunity by all Malaysians to break the racial mould of dividing Malaysians by race in favour of a bangsa Malaysia that ensures political equality, shared prosperity, equal economic opportunity and socio-economic justice.

The SPR official result showed that I have won Komtar constituency with majority of 3,328 votes!

It is fantastic for me as I am the first timer contesting against MCA 3-term assemblyman Lim Gim Soon.

However, I appreciate the public support and confidence in us and I promise that we will moving forward again!

Not only that, DAP has achieved 100% victory in 7 parliamentary and 19 state seats in Penang. DAP will form a coalition state government with PKR in the next few days.

This area has 83% Chinese and 7.8% Indians. Lim has his loyal supporters, but Ng may get swing votes from angry voters.

Komtar good, Komtar best

I was at a DAP political rally two nights ago. It was held at their head office in Georgetown.

At around 8pm, the crowd swelled. When Lim Guan Eng arrived, there was hardly breathing space along the pathway outside the party headquaters.

The candidates introduced themselves and gave fiery speeches. Ng Wei Aik, a first time candidate contesting for the Komtar state assembly seat, told me that he will be calling for a press conference the next day to highlight the appalling condition of Komtar. Apparently, incumbent Datuk Lim Gim Soon's slogan is "Komtar Good, Komtar Best". What is for sure, may the best man win.

Although there is no repeat of the previous Tanjung battles, the battle to win the hearts and minds of the people has started in Tanjung. The parliament seat was won by Chow Kon Yeow of DAP. His challenger is Khaw Veon Sze of BN-Gerakan.

March 6: Another biggie at Han Chiang; Please wear red, the DAP colour

Moving into the final lapse of the GE2008 campaign, we plan to organise a wrapping-up ceramah at the Han Chiang Indoor Stadium this Thursday.

For the polling day at 8th of March 2008, we need at least 250 volunteers, especially polling agent and counting agent to help us in Tanjong 1+3 constituencies.

The polling agent is to help us in monitoring the voting process, and the counting agent is tasked to monitoring the vote-counting process.

The polling period is from 8.00am until 5.00pm, and the counting process will be from 5.30pm onwards. For the polling period, we will separate it into two shifts.
