This might not be the correct platform to express this, but Edmond R just wrote a blog post regarding KOMTAR and it's worth a read. I believe he has sent an email with the same letter as well. I would encourage you to reply to either the comment section or reply his email directly.

I have also sent you an email regarding a laptop and printer tender, as mentioned here. Sadly you haven't reply yet. I do hope you will be able to find time among your busy schedule to reply.
